~About the Planning Council~
Since 1995, Dutchess County, New York has received funding through
the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act. This funding is used to provide
services for persons living with HIV and AIDS. The goal of the CARE Act
is to assist people living with HIV and AIDS and help them live a longer,
healthier life. As the Grantee, the Dutchess County Department of Health
oversees Part A service contracts, quality of these services, and the
activities of the Planning Council.
The Dutchess County
HIV Health Services Planning Council is a 15-21 member volunteer board,
made up of hard working and dedicated volunteers. Each member is appointed by the
Dutchess County County Executive, William R. Steinhaus. The Council is responsible for
effectively planning for the use of the Ryan White Part A CARE Act
funding received by Dutchess
County. We meet on the first Wednesday of each
month at Catharine Street Community
Center in Poughkeepsie,
NY. Along with the full Planning Council
there are five working committees, including an active Persons Living
with HIV/AIDS (PLWH) Advisory Group.
Meetings are open to the public, and membership is open to anyone
who works or lives in Dutchess
County.
~Our Mission~
The mission of the
Planning Council is to provide effective planning for the area and
promote development of HIV/AIDS health services, personnel and facilities
which meet identified health needs in a cost effective manner, reduce
inefficiencies in the provision of services, and address the needs of
uninsured and underinsured individuals who are infected with HIV and
AIDS.

our mission to provide 100% access and 0% disparity in health care
outcomes for people with HIV and AIDS.
The duties of the
Planning Council include:
- Establish priorities for the distribution of funds to
services within Dutchess
County
- Develop and uphold a Comprehensive Services Plan for the organization
and delivery of services
- Issue periodic reports
of the Council's activities to the community, the CEO, Commissioner
of Health, Liaisons, NYS AIDS Institute and the Federal agency HRSA
